Chen Dong: Enhance the Level of Governance to Response to Risks of Modern Economy

We should therefore, transform pressure into motivation, be good at turning crises into opportunities, and orderly resume production and life order. At present, the domestic impact of "three-phase superposition" continues to deepen, the downward pressure on the economy has enlarged, the world economic growth continues to slow down, and the sources of global turbulence and risk points have increased significantly. In the face of continuously superimposed economic risks, we must follow the spirit of the Fourth Plenary Session of the 19th CPC Central Committee as the guidance, actively optimize economic governance methods, and provide strong guarantee for high-quality economic development by means of governance advantages. Modern risk has a wide range of connotations, including economic, political, social, technological and other fields, among which economic risk is the top priority. It is characterized by the global feature of impact, the unpredictability of outbreak, the rapidity of conduction and the integrity of harm. To cope with modern economic risks, we need to introduce new values and governance principles, and improve our ability to respond from the source, which requires us to respond to all categories, all areas, all processes, and all entities. To address modern economic risks, a diversified comprehensive governance pattern should be created, starting with governance platforms, responsibility boundaries, scientific and technological support, and theoretical innovation to form a society-wide, multi-level, and emergency economic risk governance and response pattern. It is necessary to build a diversified cooperation platform, clarify the boundaries of governance responsibilities, establish a scientific and technological support system, and strengthen theoretical innovation research.
