A few days ago, the central media was authorized to release the "Outline of the Yangtze River Delta Regional Integration Development Plan" issued by the CPC Central Committee and the State Council. This is a programmatic document guiding the integrated development of the Yangtze River Delta region at present and for a period of time in the future, reflecting the central government's requirements for the development of the Yangtze River Delta in the new era. The Outline puts forward new and higher requirements for the high-quality development and integrated development of the Yangtze River Delta: firstly, the strategic positioning of the Yangtze River Delta has changed from the target of "development level" to "demonstration leading"; secondly, the development goal of the Yangtze River Delta has ranged from "growth pole" construction to "community" construction; thirdly, the innovation path of the Yangtze River Delta has altered from building an "innovation network" to relying on "division of labor and cooperation"; fourthly, the internal regional coordination of the Yangtze River Delta has shifted from a "development belt" idea to a "cross-border integration" approach; fifthly, the development system and mechanism of the Yangtze River Delta has changed from the common market construction of "point-to-surface combination" to the establishment of a unified "institutional system"; sixthly, the opening-up of the Yangtze River Delta has transformed from enhancing the "capital highland" for attracting FDI to a comprehensive two-way "opening-up highlands"; seventhly, the national strategic layout of the Yangtze River Delta has shifted from a dynamic "development highland" to an "organic composition" reflecting the national strategic layout.
