To achieve the strategic goal of rural revitalization, the keys lie in the development and expansion of rural collective economy and the operation of rural collective economic organizations, with the guarantee on the governance of rural collective economic organizations. In the process of the development of rural collective economic organizations in Jiangsu in recent years, there still exist governance dilemmas such as membership confirmation disputes, no separation of organizational administration and economic functions, insufficient organizational management and operational capabilities, and risks of opportunistic behavior within the organization. Therefore, it is recommended to deepen the reform of the collective property rights system to quantify the rights of individuals to the households; steadily promote the "separation of villages and communes" to clarify the identity of market players; improve organizational management capabilities to operate assets in accordance with local conditions; play the role of organizational supervision to broaden information disclosure channels. We should also give full play to the important leading role of rural collective economic organizations in rural revitalization.
