 The COVID-19 has brought a great and negative impact on China's status as a world factory. On the whole, the impact is exogenous and interim in nature which will not fundamentally change the basic trajectory and overall situation of China's economic operation, but if the impact can not be reversed into new dynamic energy to promote economic recovery as the epidemic situation transforms, can not make full use of the huge resilience inherent in China's economic development and the ultra-large-scale advantages of wide room for maneuver, can not firmly grasp the space and major opportunities of transformation and upgradation at the current stage of development, then this impact may follow a negative mechanism and form endogenous, long-term and trended factors that are not conducive to China's economic growth. We must therefore, actively look for new development opportunities arising from the epidemic with a positive awareness of seeking opportunities from crises, make up for weak points, anchor transformation and upgradation, and accelerate the cultivation and formation of new dynamic energy for economic development. Thus, it is necessary to focus on building an emergency reserve base for public health events, vigorously develop digital economy; anchor the construction of Digital China to promote the modernization of national governance system and capacities, identify industries and enterprises and implement policies in different enterprises in combination with the national industrial development strategy, and transform the export-based globalization strategy into economic globalization strategy based on domestic demand.
