Jiangsu is a big province with open economy, therefore, it is necessary for Jiangsu to implement strategic deployments and stabilize the basic foundation of foreign trade, so as to ensure that "the international market share will not decline, the global supply chain will not be interrupted, the role of import support will not weaken, and the high-quality development of foreign trade will not stop." Stabilizing the basic foundation of foreign trade means that we can't discard the basic foundation of foreign trade's function with developing traditional export markets, developing industrial chains, and serving the import of national economic development. At the same time, the pace of high-quality development of foreign trade can not pause. There exist opportunities in crises, so it is also faced with certain opportunities to stabilize the basic foundation of foreign trade. For example, Jiangsu, as a major manufacturing province, is less effected under epidemic, and the time of the outbreak of epidemic at home and abroad is misaligned. In response to the impact of the COVID-19 on our province and to stabilize the basic foundation of foreign trade as far as possible, effective countermeasures need to be taken.
