The essential connotation and feature of the institutional opening-up are forming common rules of economic globalization and building an open world economy guided by fairer, more reasonable and more legal regulations based on the premise of respecting all parties’ wishes.China’s advocacy of the constructing the Belt and Road Initiative contributes to the rule system, which fits the inherent requirement of the institutional openness. As the supplement and improvement to the global economic governance system, the Belt and Road Initiative, which is guided by an advanced thinking of the “community with a shared future for mankind” and is ruled by the basic principle of “discussing, constructing and sharing together”, helps to promote China’s transformation toward an institutional opening-up with intrinsic characteristics of “opening-up within the territory”, “policy coordination” and “rule-oriented mode”. High-quality institutional opening-up also provides security for the construction of the Belt and Road Initiative.China should seize this important opportunity to realize positive interaction between the Belt and Road Initiative and China’s institutional opening-up.
