In order to thoroughly implement General Secretary Xi Jinping’s important instructional spirits and decisions about epidemic prevention and development of economy and society, “Four-new Action Plan”, under the name of “new infrastructure, new consumption, new industries and new metropolis” was introduced in Nanjing. It is not only a significant response to the actual situation of Nanjing’s economic and social development based on the epidemic control, but also a combination of internal and consistent economic ties.Nanjing’s “Four-new Action Plan” has close internal connections and strict economic logic, which specifically perform in the following aspects.Firstly, the “new infrastructure” is in fact mainly to develop the digital economy, resulting in forming a large number of “new industries” with international competitiveness and economic growth’s supporting force.Secondly, the new infrastructure should be supported by new consumption, and new consumption is used to push forward the new infrastructure. The new infrastructure is used to stimulate employment, productivity and consumption capacity, so as to realize a positive circulation.Thirdly, the best way to combine the new infrastructure with the old one is to develop a “new metropolis” characterized by further urbanization.
