Kong Lingchi and Hong Gongxiang: From Government-led Mode to Multi-connected Mode: the Logic of High-quality Integrated Development in the Yangtze River Delta

Promoting the integration of the Yangtze River Delta from the top down shows an obvious tendency of “multiple departments governing themselves”. The way to solve the problem lies in fully releasing and effectively exerting the subjective initiative, enthusiasm and creativity of cities, enterprises and social organizations, from government-led mode to multi-connected mode. Through the construction of a logical framework of “government-city-park-enterprise-social organization” interconnected development, this paper sorts out the action logic and functional orientation of all parties in the process of regional integration in the delta again. This paper advocates that the government should change its functions, transform from economic construction-oriented government to public service-oriented government, establish the regional coordination agencies and multi-dimensional consultation mechanism and improve the incentive mechanism and guarantee mechanism. We should give full play to the radiation and driving role of the central city, and promote the development of the metropolitan area. It’s also important to break the restriction of administrative division by means of management output and capital cooperation, and build industrial parks jointly. We should give full play to the dominant role of enterprises and promote their cross-regional merger and industrial chain’s connection. We also need to improve the social participation mechanism and make social organizations fully play the role of the intermediary and bridge.
