Under the background that market access system is changing, taking Jiangsu province as an example, this paper analyzes the influence mechanism of the layout of county bank outlets on the flow of rural credit capital by using System GMM Estimation. The results show that, on the whole, the increase of county bank outlets improves the competitiveness of rural loan market and significantly increases the net inflow of rural credit captial. In terms of institutions, joint-stock banks and large banks before the new policy tend to transfer local funds by adding new outlets, which is manifested as the pumping effect , while the additional outlets of county corporate banks and large banks after the new policy are manifested as the “diversion canal effect”. In terms of regions, the increase of bank outlets in economically developed counties forms homogeneous competition within the market, resulting in the pumping effect of rural credit capital, while the increase of bank outlets in economically underdeveloped counties forms differentiated competition within the market, which is reflected in the “diversion canal effect” of credit capital.
