In terms of organizational characteristics, many global industrial chain clusters in China tend to be decentralized and unrelated. Although there are many enterprises in the clusters, the relationship between large, medium and small enterprises is not close enough. Enterprises often cluster in adjacent spaces instead of coupling and aggregating according to the upstream and downstream relationship of the industrial chain. To this end, first of all, from the inherent technical and economic relations between vertical enterprises, enterprises in the same industrial chain in the cluster should be reorganized or integrated on a large scale to form a close vertical integration of large enterprises with property rights; Or we can use the outsourcing contract to form a business group with close links in business but vertical non-integration in property rights. Second, from the perspective of the difference and similarity of the products of horizontal enterprises, enterprises which are of different types of ownership, sizes and from different countries and regions can be introduced to clusters in multiple ways, channels and methods, so as to compete against and learn from each other and improve the level of the development of the clusters.
