Intelligence resources are important national resources, how to better develop and utilize them and provide intellectual support for the party and government's research and decision-making is an important content in the reform of market-based allocation of factors at the present stage. The data of intelligence resources becomes the premise of developing and utilizing the factors of intelligence resources. The digitized intelligence resources are to digitize the subject and its explicit or implicit knowledge to generate intellectual resources.After the digitization of intelligence resources, they are still in a scattered and chaotic state and cannot really become useful resources.
