In the implementation of the integration of the Yangtze River Delta, one of the major problems is that "governments are enthusiastic and the people are indifferent." The most important thing is to shape a strategic goal that the public is interested in and whose interests have a large impact. After comprehensive comparison and weighing, the author believes that the entry point for the national strategy for the integration of the Yangtze River Delta should be based on respect for the urban and rural spatial layout and the laws of economic and social development, and focus on the centralized construction of the integration of the Shanghai metropolitan area, which has the strongest demand for integration, the greatest influence, and the deepest integration. In particular, we can learn from and benchmark the successful experience of the Tokyo metropolitan area to create a new Shanghai metropolitan area under a truly integrated system. This is the best entry point to solve the integration problem of the Yangtze River Delta.
