Many people want to set up think tanks, but some think tanks "have a tank but do not have the intelligence". A good think tank should embrace "Tank" and "Intelligence". Think tanks with Chinese characteristics must have four functions: First, the basic function is to help the party committee and government make decisions. The second is the ability of strategic research. We should have an insight into the past, the present and the future, especially how the future will change，so that we are mentally prepared. The third is to explain the policies of the party and the country. The last is to make contributions to China's diplomacy and tell China's story well.
