Integrating into the global industrial chain and value chain is one of the main ways for China to participate in economic globalization. Many industries in China are still at the low-end of the global industrial chain and value chain. Not only must we promote our industry to climb to the high-end of the global industrial chain and value chain, but also avoid the over-reliance of key technologies in the industrial chain on foreign suppliers and strengthen the capability of supplying and supporting in various industrial chains. The path is to cultivate leading industries with core competitiveness as the main direction, carry out technological innovation around the industrial chain, and realize mutual promotion of technological innovation and industrial development. There are two directions to carry out technological innovation around the industrial chain: one is to deploy an innovation chain based on a global industrial chain dominated by China’s high-end technology; the other is to layout the innovation chain in the process of climbing from the low-end of the global industrial chain and innovation chain to the high-end. The key core technology is a national weapon. It is necessary to promote the collaborative innovation of enterprises, universities, and research institutes. Universities provide theoretical support, explore technology application scenarios, and enterprises incubate scientific and technological achievements into new technologies.
