Recently, the author visited and investigated the industrial clusters in 11 cities in Jiangsu, and briefly summarized the shortcomings and targeted policies of the current industrial cluster construction as follows.The main shortcomings of advanced manufacturing clusters：The innovation capabilities of key clusters are still insufficient. There are risks in the supply chain of some cluster industrial chains: key parts are in the hands of foreign companies. A few industrial clusters are subject to market saturation, such as Jiangsu Shipbuilding and Offshore Industry Cluster and Smart Grid Industry Cluster. The degree of cooperation between various entities in the cluster is not high: the public service platform has shortcomings, the cooperation between innovation entities is not enough, and some cluster leaders are not strong in leading role. Insufficient policy coordination of industrial clusters: Insufficient coordination among provinces and cities, and between regional departments; insufficient coordination in the joint construction of clusters by regions; most of the existing agencies are unable to perform.Policy recommendations for promoting the construction of Jiangsu advanced manufacturing clusters: Form an efficient policy linkage mechanism. Establish a scientific industrial cluster statistical monitoring system. Strengthen and promote institutional construction. Coordinate the joint development of cross-regional clusters
