 At the age of 33, Liu Zhibiao became the youngest professor in the history of Nanjing University and one of the youngest professors in China's economics at that time. As for the headquarters economy, he believes that the mainstay of development can only be local enterprises, and the producer services must be the leading force for development. Liu Zhibiao also believes that there exist similarities and differences between operating a national think tank and being a university teacher. Both of them are based on academics, but being a teacher emphasize unique viewpoints, while operating a think tank should be highly sensitive to policies, do more investigation and research, and only need to obey the facts to offer advice and suggestions for the government.
