Currently, the society is developing in the direction of informatization and intelligence, and whether the information industry can be independent and controllable will have an important impact on the national industrial security and technological security. As the only country in the world with product patents and intellectual property rights in all categories of basic hardware, underlying architecture, operating system, tool development software and commercial software, the United States has achieved a high degree of independent control over the information industry. A brief review of the experience of USA's information industry can provide reference for the development of China's information industry. The main development experience of USA's information industry includes: overall planning for the information industry development, focusing on promoting the development of advanced technology, avoiding duplicate construction and waste of resources; government supervision services to guide private enterprises to develop information industry; building information industry infrastructure and cultivating talents in information industry to provide multi-dimensional support. Compared with the States, the weakness of China's information industry is mainly concentrated in infrastructure and underlying software. China lacks independent and controllable core technology of infrastructure, and moreover, there exists a large gap with the United States in terms of operating system, database and other underlying software. Above all, China's development of information industry should be as follows: firstly, reasonably plan and construct large-scale scientific facilities to provide forward-looking hardware foundation for the development of information industry; secondly, set up disciplines scientifically and increase investment in basic research to reserve professional talents for the development of information industry; thirdly, facing future technological development, cultivate and introduce strategic scientific and technological talents in the information industry.
