The 19th National Congress of the Communist Party of China proposed to deepen the supply-side structural reforms, to improve the quality of the supply system as the main direction, and to promote the quality reform, efficiency reform and power reform of economic development. Jiangning District adhered to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, took market-based reforms, integrated reforms, and transformation and quality improvement of small and medium-sized industrial concentration areas as a breakthrough, launched the main attack of "opening up, improving quality and strengthening reforms", and initially constructed a new pattern of innovation-driven economic and social development. Centering the main line of "making the market play a decisive role in resource allocation and giving better play to the role of the government", Jiangning District focused on streamlining government and delegating power to release market vitality, and on the other hand, centered on market supervision and public service reforms to give play to the role of the government. In this way, Jiangning District promoted approval services and the reform of business registration as well as talent mechanism system, and meanwhile deepened the reform of market-based allocation of factors as well as the "long-term leasing, rent and sale sharing" housing system. Jiangning District carried forward an innovative and pioneering spirit, focused on the reform of streamlining the government, delegating power and improving government services, and constantly promoted the modernization of governance system and governance capabilities, including the promotion of relatively centralized administrative licensing reforms, exploration of pretrial agency system, and innovation of "No-meeting Approval" and "Internet Plus Government Services". In addition, Jiangning District has also fully initiated the transformation and development of small and medium-sized industrial concentration areas, to gradually form space agglomeration, resource utilization efficiency, land use conservation, high-end industrial development, and green urban and rural ecology.
