The proposal of building the new development pattern, with the domestic cycle as the mainstay and the domestic and foreign cycles supporting each other, marks a major change in China’s economic globalization strategy.As for its background, the switch of economic globalization from guest to host is an active adjustment under double pressures of external anti-globalization trend and internal dynamic change in comparative advantages.In regard of the basic content of the strategy, domestic demand is the most important strategic base point, the input of advanced production factors is an indispensable requirement, and the transformation from global value chain to global innovation chain is the strategic goal to be achieved. To talk about the implementation mechanism, we should build a collaborative promotion mechanism as soon as possible, which is based on the guidance of the dynamic comparative advantage theory, the reliance on domestic value chain, the carrier of modern industrial cluster, the opportunity of the “Internet plus” digital economy, and the link of the construction of the Belt and Road Initiative.In terms of policy orientation, it’s of great necessity to further insist on the market-oriented reform, especially to promote the market-oriented reform of factors, which is a difficult problem in the formation of China’s unified market, as well as a breakthrough and key link.
