On August 24th, General Secretary Xi Jinping clearly pointed out at the expert symposium on economic and social fields that we need to cultivate new growth drivers through scientific and technological innovation. With the development of the world’s new technological revolution and the future evolution of the strategic scientific and technological fields, the demand for high-level talents will increase rapidly.The majority of our country’s science talents come from scientific research institutes and universities, and relatively few of them are brought up by the market. It is lack of market-oriented guidance from the country for strategic scientific and technological talents in institutes and universities. And we have not established a talent training system which is well adapted to the market economy. In this regard, in order to further enable them to play an advantageous role in the domestic and international dual circulation, we should improve in the following aspects.The first is to strengthen the prediction on future leading technologies and the personnel education, focusing on the construction of major research teams. The second is that the training needs to be market-oriented. We should encourage universities, scientific research institutes and enterprises to share those talents. The third is to establish and improve the market-oriented evaluation system of scientific and technological achievements. Through the reform of the evaluation, we are able to highlight the actual outcomes and contributions based on the market.
