General Secretary Xi Jinping pointed out in the expert symposium on economic and social fields on August 24th that we should stimulate a new development vitality through further reform. In order to adapt to the new stage, new changes and new requirements of development, we need to stand at the height of promoting the modernization of social management system and ability, focus on the practical measures to break through the deep-seated institutional barriers, and accelerate the improvement of the socialist market economy system. The core is to stimulate new development vitality in the process of correctly handling the relationship between government and market.In order to speed up the maturation of the socialist market economy system, we should give full play to the decisive role of market resource allocation to stimulate the market vitality of micro subjects. And we also need to make up for the short board and failure of the market by the government’s macro-control, making the economic development adapt to the socialistic value’s proposal by rectifying the results and controlling the direction. In this sense, stimulating the new vitality in the process of correctly handling the relationship between the government and the market will be an important task throughout the reform of the socialist market economy system.To scientifically formulate and efficiently complete the goals and tasks of the 14th Five Year plan, it requires concerted efforts of both the government and the market. The key of stimulating the new development vitality is to form the joint efforts of the “effective market” and the “promising government”.
