On August 24th, at the expert symposium on economic and social fields, General Secretary Xi Jinping emphasized that the new development pattern is not a closed domestic cycle, but an open domestic and international dual-cycle. This article expounds how to correctly understand the relationship between the new development pattern and the reshaping of the new advantages of international cooperation and competition.Since the reform and opening up, China has achieved great success through implementing the international circulation strategy of reliance on foreign markets and resources. However, in recent years, the kinetic energy of international great cycle of reliance on foreign markets and resources has obviously weakened. Meanwhile, our domestic demand potential has been continuously released, and the vitality of the domestic great cycle has become increasingly strong. The objective conditions for building the new development pattern, with the domestic cycle as the mainstay and the domestic and foreign cycles supporting each other, and reshaping the new advantages of international cooperation and competition are gradually mature.To remodel China’s new advantages of international cooperation and competition under the new development pattern, we should not only attach importance to the domestic openness, but also have the international openness, and achieve the effective coordination of the dual-cycle. The key to achieve above goals is to let the domestic market play a decisive role in resource allocation and economic development.
