In the background of Sino-US conflicts and the COVID-19 pandemic, China needs to upgrade the economic globalization characterized by export in the international market to a new one which is mainly based on domestic demand and carried out in China's home field. Guangdong should therefore, attract advanced global production factors to develop strategic industrial clusters. In the future, the global competition will evolve into a new pattern between the industrial chains and between the industrial clusters. Accordingly, the strategic industrial clusters cultivated in Guangdong should be featured by relatively complete industrial chains, “longer” circulations, stronger ability of processing and assembly, higher precision of manufacturing and degree of complexity. Through the construction of strategic industrial clusters, the bottlenecks in domestic economic circulation will be broken through: technological and industrial innovation helps production; improvement of the distribution pattern of per capita disposable income will resolve the bottlenecks of distribution; creation of a high-standard market system benefits circulation; cultivation and expansion of the middle-income group contributes to consumption. With these bottlenecks broken through, the new development pattern of “dual circulation” is to accelerate its formation.
