Building the "dual- circulation" development pattern, with the domestic cycle as the mainstay and the domestic and foreign cycles supporting each other, will be a key target of social and economic development during China’s 14th Five-Year Plan period and longer. From the perspective of upgrading the modernization level of industrial and supply chain, we need to vigorously promote scientific and technological innovation, accelerate the research on core technologies, and create new superiority for our future development.In order to overcome the difficulty that many Chinese industries are still in the middle or low end of the global value chain and avoid the risk of the industrial chain’s break-off, it’s of great necessity to establish independent and controllable modern industrial system. As our domestic industrial chain realizing the substitution of foreign links, it urges the industrial chain to turn from abroad to home, forming its domestic circulation. The key to realize the transition from international circulation to domestic one is to focus on replacing the technology bottlenecks that may be cut off by foreign countries, and to innovate the key technology at the world’s leading edge.Meanwhile, we still require strengthening the international layout of China’s industrial and value chain. Through introducing innovative resources, we aim to make an innovation-oriented open economy, cultivating new superiorities in both international economic cooperation and competition.
