This paper selects 6 indicators in the aspects of innovation input and output, to measure the innovation level of Jiangsu, and compares them with some countries and regions, and then judges whether we would complete the first step of the "three steps" in the 13th Five-Year Plan, that is, the main innovation indicators exceed the medium level of innovation-oriented countries and regions.The research finds: Jiangsu has its own advantages, such as developed manufacturing industry, high export volume of hi-tech products and abundant education resources, etc., which are the necessary conditions for Jiangsu to build the innovation centers of industrial science and technology with international influence. However, from the perspective of related innovation indicators, there are still some deficiencies in the output conversion of innovation factors in Jiangsu province. Therefore, in the second step of "three steps" to build an industrial science and technology innovation center with international influence, the focus may need to be put on improving the efficiency of utilization of innovation funds and promoting the transformation of innovation input into innovation output.
