The period of the 14th Five-year Plan is a period for China to adjust the export-oriented development strategy of the large circulation of international economy, and to build a new pattern of open economy at a higher level, with domestic circulation as the mainstay and domestic and international circulations reinforcing each other. It’s urgent to discard export-oriented industrial globalization, accelerate globalization based on domestic services, develop the producer services, actively expand import and to treat strengthening the research of core technologies in key areas, etc. as a key task.At present, the momentum of the large circulation of international economy has been significantly weakened. In the 14th Five-year Plan, China's export-oriented economic development must gradually realize the strategic transformation from "the large circulation of international economy " to "the circulation with domestic circulation as the mainstay and domestic and international circulations reinforcing each other".The key to building a new pattern of economic dual circulation contains two points: first, the focus of domestic economic circulation should be put on giving play to the advantage of the market of domestic super-large-scale demand and promoting supply-side reform. Second, the international economic circulation should be more globalized with innovation embedded in it. In a nutshell, the key task is to expand supply in three effective areas: producer services, imports and innovation.
