The Fifth Plenary Session of the 19th CPC Central Committee stressed that "we should form a strong domestic market and build a new development pattern" and "we should unblock the domestic circulation, promote the domestic and international dual circulation, comprehensively promote consumption and expand investment space". Business environment is the soil for the survival and development of enterprises and an important link in a country's international competitiveness. Creating a world-class business environment is an important measure to accelerate the formation of a new development pattern. We should take the opportunity of hosting China International Import Expo to let foreign merchants experience China's continuously optimized business environment, and further optimize China's state-owned business environment by understanding their demands for the business environment.This paper reviews the changing process of China's state-owned business environment and the development of previous Expo, defines the significance of optimizing the business environment, and discusses how to take the Expo as an opportunity to create a world-class business environment.
