The Fifth Plenary Session of the 19th CPC Central Committee proposed to "open up to the outside world at a high level, open up a new situation of win-win cooperation" and "adhere to opening up to the outside world in a wider range, in a wider field and at a deeper level, and promote international cooperation and achieve mutual benefit and win-win results by relying on China's large market advantages". Actively expanding imports is an important measure of a new round of high-level opening to the outside world. Since 2018, the two China International Import Expo have been successfully held, marking a historic step in actively expanding imports. At present, the third China International Expo will be held soon. In order to better promote the expansion of import and speed up the construction of a new development pattern, this paper makes a systematic analysis from the perspectives of the role of import in economic development, the strategic significance of actively expanding import policy, and the special role of the Expo.
