The Fifth Plenary Session of the 19th CPC Central Committee proposed to promote high-quality development and deepen the supply-side structural reform, which established the theme of economic and social development in the next five years. The author believes that the key task of China's supply-side structural reform during the "14th five year plan" period is to optimize and upgrade the industrial chain.Fundamentally speaking, to optimize and upgrade the industrial chain is to accelerate the development of modern industrial system and promote the optimization and upgrading of the economic system in the "14th five year plan" period.First of all, we should make breakthroughs in core key technologies in the existing industrial chain, and build an independent, controllable, safe and reliable domestic supply system in the field related to national security.Secondly, we should consolidate and enhance the international leading position of advantageous industries on the basis of making full use of comparative advantages.Thirdly, we should advance green development and promote the harmonious coexistence of industry, human and natural environment.Fourthly, we should make safe development throughout all fields and the whole process of industrial chain modernization.Fifthly, we should continue to participate in the global intra-product specialization system and consolidate China's position in the global value chain.
