Abstract: the current problems of the construction land market are mainly structural, mainly manifested in the imbalance of the supply structure of state-owned construction land and the spatial mismatch of construction land indicators, which not only pose a major constraint on accelerating the formation of a new development pattern, but also lead to the lack of development space and low land use efficiency in advantageous areas of economic development. The deep-seated reasons for the structural contradictions in the construction land market are the single supply subject of urban construction land, the dislocation of land approval and management authority and the distortion of the incentive mechanism of local government land allocation behavior. These institutional obstacles are also the key and difficult points to improve the construction land market during the 14th five year plan period. During the "14th five year plan" period, China will enter a new development stage. We need to take resolving the structural contradictions in the construction land market as the breakthrough and main focus, establish and improve the unified construction land market in urban and rural areas, accelerate the reform of land management system, innovate incentive and restraint mechanism, and gradually reduce the dependence of local governments on land financing, so as to improve the adaptability of construction land supply to domestic demand, promote the modernization of the land and space governance system and governance capacity, and ensure the leeway for high-quality economic development.
