As is pointed out in the communique of the fifth plenary session of the 19th Central Committee of the Communist Party of China (CPC), we must stick to expanding domestic demand as a strategic underpinning, speed up the cultivation of a complete domestic demand system, and organically combine the strategy of expanding domestic demand with deepening the supply-side structural reform.During the period of the "14th five year plan", the policy promotion of constructing the new development pattern of "double cycle" mainly includes three aspects: first, we need to upgrade the demand system; second, we need to optimize the supply system; third, we need to make our system serve scientific and technological innovation, industrial development and real economy.The smooth circulation of industry is the core of constructing the pattern of "dual circulation". First, we should maintain the leading position of important industries in the world. Second, we should balance the relationship between international and domestic markets in key industries.We should follow the spirit of the Fifth Plenary Session of the CPC Central Committee, adhere to the policy of "technical innovation" and "construction of modern industrial system". In addition, we should gradually make breakthroughs in the three major areas of international competition, namely, basic industry, brand consumption and digital economy, and constantly promote the formation of a new development pattern of "dual circulation".
