The proposals suggest that one of the main objectives of economic and social development during the period of the "14th five year plan" is to "take new steps in reform and opening up", and emphasize the need to "pursue a new round of high-level opening-up and create a new situation of win-win cooperation".In the new round of open world economic development, we should adhere to the principles of opening-up oriented, innovation oriented, inclusive as the core, mutual benefit and win-win as the goal, multilateralism as the guarantee, and co-operation as the principle.In the practice of opening-up, both promoting 'the Belt and Road Initiative' and promoting 'dual circulation' are efforts made by China to build an open world economy, which fully embodies the principle of extensive consultation, joint contribution and shared benefits.
