On June 1, 2020, the CPC Central Committee and the State Council issued the "Overall Plan for the Construction of Hainan Free Trade Port", which clarified the overall plan for the construction of Hainan Free Trade Port. The author interprets some key tasks before 2025：First, implement positive list management for imported goods consumed by residents on the island and allow tax-free purchases on the island.Second, relax the duty-free shopping quota on outlying islands to 100,000 yuan per person per year, and expand the types of duty-free products.Third, establish and improve systems for national security review, industrial access environmental standards, and social credit systems, and fully implement a "minimalist approval" system.Fourth, support Hainan to vigorously introduce foreign high-quality medical resources. Summarize the pilot experience of regional medical center construction, and support Hainan to build a regional medical center.Fifth, high-level universities and vocational colleges of science, engineering, agriculture and medicine abroad are allowed to independently run schools in Hainan Free Trade Port. Promote domestic key universities to introduce well-known foreign universities, and establish Sino-foreign cooperative education institutions with independent legal personality in Hainan Free Trade Port.Sixth, for high-end talents and talents in short supply who work in the Hainan Free Trade Port, the portion of the actual personal income tax burden exceeding 15% should be exempted.
