With the further intensification of international competition after the epidemic, and the trend of localization, adjacency, and regionalization of the industrial chain, the advantages of a single regional cluster to participate in international competition are gradually weakening. At present, the construction of industrial clusters in the Yangtze River Delta is still based on administrative units such as cities and counties. Objectively, the industrial clusters are divided by geographical boundaries, which limits the construction of world-class industrial clusters to a certain extent. The construction of a cross-regional world-class industrial cluster should become an important part of the integration of the Yangtze River Delta and an important breakthrough for industrial cooperation in the Yangtze River Delta. We can expand the network organization of a single-regional industrial cluster into a multi-regional industrial cluster network, and change the division of labor within the industrial cluster to the division of labor between industrial clusters, so as to alleviate the excessive competition among industries in the Yangtze River Delta region, enhance the efficiency of stabilizing the industrial chain and supply chain, and make greater contributions to China's technological self-reliance and modern industrial system construction during the "14th Five-Year Plan" period.
