Abstract: The major imbalance in the economic structure hinders the formation of a new dual-circulation development pattern, which has a direct cause-and-effect relationship with the long-term adherence to the export-oriented development model of reliance on foreign markets and resources. The basic idea to get through the blockages of forming a new pattern of dual-circulation is to adhere to the main line of supply side structural reform and implement economic globalization based on the domestic market. In essence, it requires the two-way integration of industrial chain and innovation chain, that is, to give play to the carrier role of industrial chain cluster, the upgrading role of innovation chain extension, the service role of capital market and the supporting role of human resources, so as to promote the organic coordination among industrial economy, technological innovation, modern finance and human resources. In the context of China, organically combining the advantages of the ultra-large-scale market with the institutional advantages of the new nationwide system to promote demand-oriented and problem-oriented innovation-driven development can be a key breakthrough to break through the supply-side blockage in the dual circulation.
