Professor Liu Zhibiao, Dean of the Yangtze IDEI, briefly expressed ten points of view on the issue of China’s economic globalization under the new “dual-circulation” development paradigm. He pointed out that the “dual-circulation” has always existed. In the past, based on China's economic development level and factor endowment structure, the “dual-circulation” mainly focused on the western market. Now, based on the improvement of China's economic development level and the change of international political situation and other realistic factors, we need to build a new “dual-circulation” development paradigm based on China's market and make full use of domestic demand. In the globalization driven by domestic demand, China will become the center of supply and demand, and the domestic value chain will gradually replace the past global value chain. In the future, Chinese enterprises will stand at the high end of the value chain, control the governance structure of the global value chain through market-oriented means, and gain the discourse power of the industrial chain. The premise of implementing the globalization strategy based on domestic market is that China has formed a super-large-scale unified market. At present, there are still some problems in the structure and function of this market. In order to accelerate the formation of a new development pattern, we should open up to the domestic market, break the barriers restricting the development of private economy, and promote the construction of a unified domestic market. Professor Liu Zhibiao put forward corresponding suggestions in this regard.
