Looking back at the development process of urbanization in China, the urbanization in southern Jiangsu has adopted the "leaving the land without leaving the country" model, that is, farmers develop township enterprises and build small towns through their own power, which can be summarized as the 1.0 model of China's urbanization. With the development of China's urban reform and open economy, the urbanization model of "leaving the land and leaving the hometown" has appeared, and China's urbanization has entered the stage of 2.0.At the stage of urbanization 2.0, we need to solve the problem of "citizenization" of agricultural transfer population, but whether these transfer population must go to large and medium-sized cities to realize "citizenization", and whether large and medium-sized cities can bear so many transfer population to realize "citizenization" are the problems that need to be considered at present. Therefore, China's urbanization still needs to move forward and enter the stage of 3.0.In the 3.0 stage, the agricultural transfer population will no longer enter the large and medium-sized cities, but realize "citizenization" in the cities and towns, which requires cities and towns to create a new mode of "citizenization" of farmers in the integration of urban and rural areas.First, cities and towns should become the center and support of Rural Revitalization to attract modern production factors.Second, cities and towns should attract the industries and population transferred from big cities, so as to meet the needs of agricultural transferred population to find jobs and settle down in cities and towns.Third, cities and towns should provide opportunities and places for farmers to become local citizens, and farmers should enjoy citizens' rights when they enter cities and towns from rural areas.
