Abstract: In recent years, the "chain leader system" is a breakthrough attempt made by local governments in China to adapt to the needs of industrial management under the new development pattern of dual circulation. Its purpose is to complement rather than replace the market-oriented industrial chain operation mechanism. Under the new development pattern of dual circulation, the direction of innovation and evolution of local government led industrial policy will shift from direct selection of industries to maintenance of industrial chain operation, coordination of industrial chain links and promotion of industrial chain modernization. To realize the coordinated development of industrial chain and innovation chain, and to build a global industrial chain cluster in the trend of global industrial chain restructuring are the main tasks of local government-led industrial policy under the new development pattern. Through the implementation of the “chain leader system”, local governments can promote the two-way integration of the industrial chain and the innovation chain from the use of platform carriers, strengthen factor input, and strengthen policy support. They can also attract enterprises in different links of the industrial chain to enter the local industrial chain by innovating R & D investment mode, implementing industrial chain investment and building a domestic unified market, so as to form a relatively complete and integrated global industrial chain cluster.
