In 1983, Jiangsu Province held a seminar on small cities and towns. People began to attach importance to small cities and towns as the fringe of urban and rural areas, and began to notice various problems that actually existed in the construction of small cities and towns. The conference was held under the personal guidance of Professor Fei Xiaotong, Vice Chairman of the National People's Congress. He had developed a deep interest in the study of small cities and towns as early as 1936, and wrote the famous sociology "Jiangcun Survey". He said that he always hoped that one day he could enter small towns to do some investigations. It was not until 1981 that General Secretary Hu Yaobang began to attach importance to the development of small towns that he had the opportunity to realize this wish.Not many people can remember Mr. Fei Xiaotong’s speech at this historical turning point. Today, 38 years later, when we review this research, we will find that it still has new inspiration for our research and formulation of the 14th Five-Year Plan. First of all, it is necessary to study economic and social development strategies with great concentration like Professor Fei, and put forward insightful ideas. Secondly, like Professor Fei, we should make strategic research down-to-earth, turn the topic into a regional or even national policy, and let the whole society pay attention to it. Thirdly, like Professor Fei, we should have the feelings of home and country, pay attention to the marginal areas and people of society, and not be lured by a few interest groups.
