Abstract: With Jiangsu's urbanization rate taking the lead in crossing the threshold of 70%, its urbanization has entered the stable stage from the acceleration stage, and the urban development logic has also changed from the scale speed type to the quality benefit type, from the extension expansion type to the connotation promotion type, and from the growth based type to the people based type. However, this transformation is facing four challenges: the challenge of insufficient urban development level; the challenge of unbalanced urban development structure; the challenge of uneconomic urban development path; the challenge of unmodern urban governance mode. We need to deal with four pairs of relationships: the relationship between development and security; the relationship between scale and efficiency; the relationship between suburban new towns and central urban areas; the relationship between hardware and software. Therefore, Jiangsu can carry out policy innovation in six aspects: first, to build a gradient urban network system; second, to build a quality based urban power system; third, to build a consumer oriented urban demand system; fourth, to build a perfect urban public service system; fifth, to build a three-dimensional urban security system; sixth, to build a diversified urban governance system.
