In order to realize the 14th five year plan and the long-term goal of 2035, we must unswervingly promote independent innovation and achieve self-reliance and self-improvement in science and technology. Enterprises are not only the main body of the market, but also the main body of innovation. They are an important force for the close combination of science, technology and economy. The enterprise is close to the production line, so it knows the market demand and is most sensitive to new technologies and products. The innovation results led by the enterprise face the market directly, which can ensure the market competitive advantage. Therefore, enterprises should actively play their role as the main body of innovation, build a collaborative innovation governance mechanism between industry, university and research institutions, effectively combine the advantages of technology, resources and talents, effectively connect knowledge innovation and technological innovation, and form a strong cooperation force to promote innovation and development. This paper analyzes how to better build a technological innovation system with enterprises as the main body from five aspects: innovation ecological environment, human resources, institutional platform, construction of collaborative mechanism and investment of factor resources.
