Abstract: From the "Northeast Phenomena" to the "New Northeast Phenomena", the problem of "revitalization but not rejuvenation" in the old industrial bases in Northeast China has seriously affected China's regional coordinated development. It is necessary to explore the decline mechanism of the Northeast's old industrial base in the context of China's implementation of the international circular economy development strategy. It can be considered that it is precisely because the eastern coastal area is deeply embedded in the global economic cycle chain, weakening its connection with the domestic economic circulation, resulting in the decoupling of the domestic economic circulation from the northeast industry, further leading to the decline of the northeast industry and forming a vicious circle. Forming a new development pattern of dual circulation provides a new idea for revitalizing the old industrial base in Northeast China. With opening up to the outside world as the starting point, we will form a large market in the northeast region with orderly competition, make full use of the advantages of equipment manufacturing, integrate the northeast industrial value chain, cultivate the ecology of technological innovation, reconstruct the mutual promotion mechanism between technology and market, and deeply integrate into the domestic economic circulation and the global economic circulation. This is the basic logic of revitalizing the northeast old industrial base from the perspective of dual circulation.
