2021 is the start of the 14th Five-Year Plan period. Standing at the historical intersection of the Two Centenary Goals, how do provinces plan for development this year or even longer? The government work reports of the provinces at the just-concluded provincial people’s congresses gave a panoramic display. We analyzed 31 government work reports through text analysis of word frequency and word cloud on the work reports of 31 provinces, autonomous regions and municipalities in China.Research findings1. High quality development is the common pursuit of 31 provinces, autonomous regions and municipalities.2. Word frequency statistics found that the pace of the eastern, central and western regions is basically the same, but slightly different.3. The coordinated development of the Beijing-Tianjin-Hebei region, the regional integrated development of the Yangtze River Delta, and the construction of the Guangdong-Hong Kong-Macao Greater Bay Area are all major national development strategies, which are frequently mentioned in government work reports in various regions.4. Urbanization is an important part of promoting economic development and realizing the 14th Five-Year Plan, which has been mentioned by 9 provinces, autonomous regions and municipalities; industrial chain is an important part of promoting high-quality industrial development, creating industrial highlands and international competitiveness, which has been mentioned by 17 provinces and municipalities. The manufacturing industry has always been the foundation and support for economic development. The more developed the region, the more emphasis is placed on the importance of manufacturing development.
