The central economic work conference proposed to implement the industrial foundation reengineering project and lay a solid foundation for basic components and parts, basic technology and key basic materials, which is equivalent to creating a large number of "invisible champions" with core technologies, key processes, links and products.To cultivate the "invisible champion" in the industrial chain, first of all, we should encourage the leading enterprises in the industrial cluster to invest resources and elements in the knowledge and technology intensive links and fields by means of vertical merger and other ways, and cooperate with domestic scientific research institutes, so as to gradually improve the technical level; secondly, we need to cultivate a large number of "specialized and innovative" small and medium-sized enterprises, and use their advantages of flexible management and strong innovation power to carry out targeted research and development on some high-tech, key parts and materials, so as to realize a large number of disruptive innovation from scratch. Finally, we should give full play to the spirit of craftsmanship and entrepreneurship. On the one hand, encourage incremental innovation, such as the improvement of product quality and technological process; on the other hand, encourage innovation from scratch or with destructive characteristics.
