The key to whether Jiangsu can achieve the above development goals lies in whether it can provide market players with a good business environment and innovation environment, so that enterprises can further play their role as the main force in innovation and development.The characteristics of Jiangsu's innovation activities are summarized into four 80%: more than 80% of the province's financial science and technology funds are invested in enterprises, more than 80% of R&D institutions are built in enterprises, more than 80% of the high-level talents are introduced in enterprises, and more than 80% of the whole society's R&D investment is completed by enterprises. However, the innovation characteristics of Shenzhen are four 90%: more than 90% of R&D institutions are in enterprises, more than 90% of R&D personnel are in enterprises, more than 90% of R&D funds are from enterprises, and more than 90% of patented inventions are from enterprises. Perhaps, the gap of these 10 points is the direction of Jiangsu's future efforts.
