Premier Li Keqiang of the State Council stated in the government work report on March 5 that we should insist on focusing on economic development on the real economy, advance the industrial base and modernize the industrial chain, maintain the basic stability of the manufacturing sector, transform and upgrade traditional industries, develop and expand strategic emerging industries, and promote the prosperity and development of the service industry. This puts forward higher requirements for China's advancement of the industrial base and modernization of the industrial chain.Premier Li Keqiang also pointed out in his government work report that we should open up more sectors of the economy in a more thorough fashion and participate more fully in international economic cooperation. This means a high level of opening up. In order to promote the modernization of industrial chain in high-level opening up, we must rebuild the interest basis, trust mechanism and rule system of division of labor and cooperation in global products; build a strong domestic economic circulation system with a stable fundamental; and resolutely maintain the global public product attributes of the industrial chain. This can be achieved through the following specific measures: promoting stable import and export, actively and effectively using foreign capital, high-quality joint construction of the "Belt and Road Initiative", and deepening multilateral and regional economic cooperation.
