The Fifth Plenary Session of the 19th Central Committee of the Communist Party of China adopted the 14th Five-Year Plan and proposed the idea of deepening the reform of the household registration system and accelerating the urbanization of the agricultural transfer population in accordance with the requirements of a new type of urbanization centered on people. It is necessary to further study the needs of the urbanization of the agricultural migrant population and the urban supply conditions after entering the new era, and scientifically judge the goals and paths of the agricultural migrant population and farmers' urbanization.In the previous round of urbanization, farmers created their own mode of urbanization in small towns. The urbanization stage 3.0 is a new mode of farmers' local citizenization in urban-rural integration. If cities and towns are to undertake the important task of citizenization of the migrant population, they must have urban functions and have the ability to absorb the migrant population from agriculture and make them citizens. The urbanization level of cities and towns has become the basic condition and evaluation index for the urbanization of the agricultural transfer population. Urbanization is faced with the problem of citizenization ability construction, which involves not only the improvement of the citizenization ability of farmers entering cities and towns, but also the citizenization ability of cities and towns. It needs the joint promotion of the government and the market, and the active participation of social capital.
