The 2021 "Government Work Report" proposes to "boost the principal role of enterprises in innovation, and encourage leading enterprises to establish innovation consortia", which essentially requires the establishment of a leading enterprise innovation chain. The leading enterprise innovation chain is an innovative organizational structure led by leading enterprises, centering on a common innovation goal, and achieving value creation through the mutual collaboration of multiple participants.To build a leading enterprise innovation chain requires three policy focus points:First, fully realize the integrated development of industrial chain and innovation chain. Leading enterprises can lead the industrial chain and innovation chain at the same time, and adopt a variety of governance mechanisms, including contractual and market-based, to make the leading enterprise innovation chain more complete and efficient.Second, implement the chain leader system to effectively promote the division of labor and cooperation between the chain leader and the chain owner. At present, the industry chain leader system is being widely implemented all over the country, but the attention to the chain leader in the innovation chain is not enough. As the leader of the innovation chain, local party and government organs should work closely with the innovation chain owner, that is, the leading enterprises, to jointly improve the overall efficiency of the innovation chain.Third, take the initiative to break down barriers and give full play to the cross-border integration ability of leading enterprises. With strong market power, leading enterprises face the market demand directly, and can integrate and optimize the allocation of innovation resource elements of multiple participants, and break the barriers between universities, scientific research institutes and leading enterprises.
