Abstract: Achieving a higher level of opening to the outside world includes two aspects. One is to adhere to the implementation of opening up in a larger scope, in a wider field and at a deeper level in the choice of opening policy; the other is to rely on China's big market advantages to promote international cooperation and achieve mutual benefit and win-win results in the cultivation of opening-up advantages. China's implementation of a higher level of opening to the outside world in the new stage is not only based on the theoretical logic of the evolution of the international division of labor, but also based on the historical logic of past development experience, and it is also in line with the realistic logic of development and change of the world and the reality of China's new economic situation, new changes, and new trends. In order to achieve the strategic goal of opening up at a higher level, we need to focus on the construction of the Belt and Road Initiative, orderly expand the opening up of the service industry, accelerate the promotion of institutional opening up, and use the expansion of domestic demand as the strategic basis to achieve a new dual-circulation development pattern.
