In this year's government work report, Premier Li Keqiang pointed out that we should deepen the reform to "streamline administration and delegate power, improve regulation, and upgrade services", and accelerate the creation of a market-oriented, legalized, and international business environment. On the one hand, it clarifies the importance of business environment, on the other hand, it also contains the objective responsibility of the central government, especially the local government, in implementing this measure.In reality, there are still some misunderstandings and errors in the understanding and practice of business environment, especially in three aspects.First, we should correct ideological deviations. Creating an excellent business environment is a systematic, comprehensive and long-term complex project. The idea of relying only on the practices of key departments, simply copying the methods in other places, and accomplishing the whole task at one stroke is obviously not realistic.Second, we must adjust the working mode. On the surface, the promoters and practitioners of the business environment are governments at all levels. In further depth, it is composed of a large number of government officials and staff as a whole.Third, we must reduce the gap in work. The differentiation of the evaluation rankings of the business environment of different cities is closely related to the stock of efforts and marginal efforts of cities in improving the business environment. The lagging cities must strive to catch up, and the top-ranked cities must continue to innovate.
